I know a number of programmers who configure their text editor to display light text on a black background (ala DOS). This is because long periods spent reading text set on a bright white background cause them eyestrain. Clearly some people find the reverse to be true, and it seems to be the commonly held opinion amongst useability experts that dark-on-light is preferable.
One thing to note about text set against dark backgrounds is that stems tend to appear thinner, and a larger point size or heavier font weight is required to compensate. In print design this is due partly to ink bleed, but I think it also has to do with the visual illusion created by contrasting light and dark elements, which holds true for screen design too.
